Today the Challenges for Change bill H.792 was on the House floor. Representative Duncan Kilmartin of Newport City, who is on the House Ed committee, proposed amending the language of H.782 to H.792. Representative Kilmartin is a staunch choice supporter. Representative Carol Branagan of Georgia, who is also a BIG choice supporter, called for a roll-call vote.
Members of the House Ed committee stated the committee needed to finish its work on the bill, and proceeded to vote against the amendment. The amendment was defeated 103 to 35. It is important to note that a "no" vote was not necessarily a vote against choice, but could be a vote against other portions of the bill, or in deference to committee members asking to finish their work, or they did not think the chioce language was strong enough.
House Ed is scheduled to discuss H.782 briefly, early on Tuesday morning. This conversation will give us an idea of what their direction will be.
Meanwhile the Senate Education committee took testimony from the VSBA (Vermont School Boards Association), VSA (Vermont Superintendents Association), and Brad James, Finance Director from the Dept of Ed. We were not present and will track down details on Tuesday.
