At Tuesday afternoon's meeting with the full House, Commissioner Vilaseca recommended the following to meet the Challenges for Change legislation:
1, Reduce the number of school districts to no more than 50 statewide (meaning a reduction of 10 or 11 current school districts);
2. Increase the student to staff member ratio from its current 4.55 to 1 to 4.75 to 1;
3. Form a commission to study if schools with less than 75 students should be closed;
4. Enact reforms in special education to include a review of the number of paraprofessionals, training to include a co-teaching model for special educators, instituting PBIS, review of out-of-district day placements and more training around service decisions on IEPs.
